  It means something a little different each person but in general it means that you are casually dating or hanging out and you do the sorts of things you would do with a friend like going to the movies, or out to dinner for example, but you have the added benefit of having sex with them as well. Hence the friend who comes with "benefits". It's a non exclusive arrangement so you can still see other people and the implication is that you are just friends not boyfriend/girlfriend. You care for each other but you are not in love. Fuck buddies or FB, is just a sexual arrangement usually. You don't date each other, you normally would just meet for sex.
