  When a guy is single and looking for some quality action he's (usually) got to make an effort to attract female attention and be the type of guy that girls are going to want to fuck. So maybe your friend shouldn't make herself too freely available to this guy, a fuck buddy is a pretty sweet deal so he should be considering her an equal and show some respect and appreciate her attention. Put the FRIEND back into the Friends With Benefits.

Unless thats part of the deal If that is what he wants, he will let her know and if that is what she wants she will let him know.   I can't fault that argument whatsoever! I just also wonder if a fwb might come to expect too many "perks" if he gets everything so easily... Do you think perhaps it could reach a point where he stops being satisfied when it's just their usual one-on-one dates of old?   If she wants more, she'll let him know. If he starts to require more than she's willing to give, she'll put the brakes on. Perhaps the real problem here is jealousy. Do you feel that you're being ignored while he is recieving special privaledges?
